The City of Copenhagen is in the process of a major Cloud transformation, where the goal is to create flexibility, overview, simplification and standardization as well as minimize operating costs. This must support the completely orderly vision for the City of Copenhagen's citizen-oriented digital services, namely that "Citizens experience coherent and welcoming service across the City of Copenhagen's digital entrances". Danish Københavns Kommune er i gang med en større Cloud transformation, hvor målet er at skabe fleksibilitet, overblik, forenkling og standardisering samt minimere driftsomkostninger. Dette skal støtte op omkring den helt ordnede vision for Københavns Kommunes borgerrettede digitale services, nemlig at “Borgerne oplever sammenhængende og imødekommende service på tværs af Københavns Kommunes digitale indgange”. Københavns Kommune har i mange år selv driftet deres 270+ websites på egen it-infrastruktur. I forbindelse med at CMS’et skulle udskiftes, blev det også anledning til at etablere en ny, fleksibel Cloud baseret hosting- og driftinfrastruktur for at kunne drifte det hele og understøtte forretningen langt bedre. Et fuldt DevOps setup skulle også etableres, så flere leverandører sideløbende kan arbejde på platformen samtidig med, at kvaliteten sikres. Det skulle være så effektivt som muligt for dem løbende at oprette, udvikle og vedligeholde disse sites. Vejen fra idé til produktion skulle gøres væsentligt kortere. Kommunens behov for computerkraft er desuden meget svingende. Klokken to om natten er der relativt få, der besøger kommunens websites. Men i forbindelse med særlige begivenheder, fx Distortion, er der godt tryk på. I et traditionelt it-setup er man nødt til at skalere kapaciteten til den største belastning. Det er en dyr og ufleksibel måde at drive sin infrastruktur på. Det var tid til en moderne løsning, der nemt kunne skaleres, så ressourcerne kunne bruges på mere nyskabende ting end på at fyre for gråspurve om natten. Projektet er altså en transition væk fra den traditionelle on-premise infrastruktur og ud i en public Cloud med SaaS komponenter, baseret på Kubernetes. Der var en række mål med projektet: - Der skulle etableres en ny, skalérbar og Cloud-uafhængig hosting infrastruktur - Løsningen skulle effektivt, sikkert og fleksibelt kunne drive de mellem 250-500 sites KK forventer at skulle drive og vedligeholde - Der skulle udvikles standardiserede værktøjer, så det er muligt for mange leverandører nemt at kunne levere løsninger ind i platformen i høj kvalitet - Der skulle etableres en ny, moderne CMS platform, som nemt kunne udrulles og vedligeholdes på Webplatformen - Løsningen skulle nedbringe arbejdsbyrden for en i forvejen travl it-afdeling - Løsningen skulle integreres med det eksisterende it-landskab, ikke mindst når det kom til sikkerhedsgovernance, herunder adgangs- og rettighedsstyring gennem AD. - Cloud-uafhængighed var et centralt krav, bl.a. forbi man som kommune ikke må binde sig til én leverandør. Vi har bygget en helt ny Cloud-baseret hosting infrastruktur til kommunens websites baseret på Microsoft Azure, Kubernetes og Docker-containere. Løsningen består også af et nyt CMS system samt hele toolingen omkring at udvikle, drifte og administrere de mange websites på platformen. Det indbefatter også en høj grad af DevOps automatisering. Effektivitet var et stort fokuspunkt for løsningen. Den er optimeret ud fra et perspektiv om at fjerne barrierer for udviklere. Vi har kigget meget ind i, hvad udviklerne bruger deres tid på, og om man kunne fjerne kedelige, rutineprægede og tidsslugende arbejdsopgaver. Der er indbygget automatiserede sikkerheds-, performance- og accessibility checks i løsningen og mulighed for, at udviklerne kan arbejde lokalt i et næsten fuldt setup. Sikkerheden på platformen er blevet markant forbedret, fordi vi kan rulle sikkerhedsopdateringer ud meget hurtigt, og der er overvågning af alle dependencies på tværs af alt. Brugerstyringen er det andet ben af sikkerheden, hvor alt nu følger processerne i kommunen, således at de ansatte har præcis de rettigheder, de skal have, idet løsningen er fuldt integreret med kommunens AD. Løsningen glimrer på følgende områder: - Den er ekstremt skalérbar i det den er bygget med Cloud for øje - Den har i dag en meget høj performance og driftssikkerhed - Den er integreret med resten af kommunens it-infrastruktur - Løsningen er bygget med sikkerhed og automatisk test for øje og muligheden for omgående udrulning er i sig selv understøttende for hurtige reaktioner, når sikkerhedshuller identificeres - Løsningen er nem at administrere for det personale, som skal bruge den Det er grundlæggende en meget fleksibel platform. Webplatformen er ikke begrænset til en bestemt CMS teknologi eller hosting setup. Derved er man fri for vendor lock in og kan forhandle og udvikle frit. Det giver et enormt råderum og nogle helt andre frihedsgrader i og med, at det er en fritstående platform, som man er fri til at kunne innovere på. Den nye løsning bygger på best practice koncepter ved at binde open source komponenter sammen i en pipeline som er nem tilgængelig for leverandørerne. Det kræver meget lidt specialviden at udvikle på platformen, fordi man ikke behøver bekymre sig om alt det underliggende. Leverandørerne bliver taget i hånden ift test eksekvering og tilgængelighed osv. Derved kan leverandørerne koncentrere sig om at levere, hvad de er gode til uden at skulle sætte sig ind i et meget KK specifikt setup. Med Webplatformen har kommunen i dag en yderst stabil og sikker løsning, der automatisk tilpasser sig belastningen fra kommunens websites. Ved at automatisere alt fra udrulning til skalering har man fået en langt mere effektiv og driftsikker hverdag. Resultatet er, at hvor det før kunne tage dage for adskillige personer at udrulle en opdatering til samtlige sites, kan samme proces udføres automatisk på 2 timer overvåget af en enkelt person. Således har man konkret oplevet at kunne sikre hele løsningen imod Log4J sårbarheden inden for timer af, at man blev klar over sårbarheden. Udover den økonomiske fordel i at kunne skalere op og ned, er den store forretningsmæssige fordel ved den nye løsning, at Københavns Kommune kan levere websites på timer i stedet for uger. Nu kan man rulle features ud meget hurtigt og inddrage forretningen undervejs. Det styrker i høj grad forretningens innovationskraft og understøtter kommunens digitale strategi. Udviklere er kommet tættere på forretningen, fordi de hurtigt kan fremvise nye features på testsites. Idéer er ikke længere dyre at prøve af. Flere kan rykke hurtigt på tingene, og de enkelte afdelinger kan få deres behov meget præcist opfyldt. Det er en meget mere adræt og fleksibel måde at arbejde på, som både er mere tilfredsstillende og værdiskabende. Webplatformen er et både modigt og innovativt projekt, som har skabt et stort råderum til forretningsmæssig fornyelse. De nye automatiserede processer frigiver et væld af ressourcer gennem hele organisationen, så Københavns Kommune kan få tid til at gøre, hvad de er sat i verden for - at levere værdi til borgerne. Det er ét af de slags projekter, som er svære at “vise frem” - simpelthen fordi en stor del af magien ligger under motorhjelmen. Det fantastiske er alt det, man ikke kan se, men som bare virker og skaber massiv forretningsværdi for kommunen og alle mennesker som arbejder på platformen. For many years, the City of Copenhagen has run its 270+ websites on its own IT infrastructure. In connection with the CMS having to be replaced, there was also an opportunity to establish a new, flexible Cloud based hosting and operating infrastructure in order to be able to operate it all and support the business much better. A full DevOps setup should also be established so that more suppliers can work on the platform at the same time while ensuring quality. It should be as efficient as possible for them to continuously create, develop and maintain these sites. The path from idea to production had to be made significantly shorter. The municipality's need for computer power is also very fluctuating. At two o'clock at night, relatively few people visit the municipality's websites. But in connection with special events, such as Distortion, there is good pressure. In a traditional IT setup, one has to scale the capacity to the greatest load. It is an expensive and inflexible way to operate its infrastructure. It was time for a modern solution that could be easily scaled so that resources could be spent on more innovative things than on firing sparrows at night. The project is thus a transition away from the traditional on-premise infrastructure and into a public Cloud with SaaS components, based on Kubernetes. There were a number of goals with the project: - A new, scalable and Cloud-independent hosting infrastructure should be established - The solution should be able to operate efficiently, securely and flexibly those between 250-500 sites KK expects to operate and maintain - Standardized tools should be developed so that it is possible for many suppliers to be able to deliver solutions into the platform in high quality - A new, modern CMS platform had to be established, which could easily be rolled out and maintained on the Web platform - The solution should reduce the workload for an already busy IT department - The solution should be integrated with it existing IT landscape, not least when it came to security governance, including access and rights management through AD. - Cloud independence was a key requirement, i.a. past one as a municipality must not commit to one supplier. We have built a completely new Cloud-based hosting infrastructure for the municipality's websites based on Microsoft Azure, Kubernetes and Docker containers. The solution also consists of a new CMS system as well as the entire tooling around developing, operating and managing the many websites on the platform. It also includes a high degree of DevOps automation. Efficiency was a major focus point for the solution. It is optimized from a perspective of removing barriers for developers. We have looked a lot into what the developers spend their time on and whether one could remove tedious, routine and time-consuming work tasks. Automated security, performance and accessibility checks are built into the solution and the opportunity for developers to work locally in an almost full setup. The security of the platform has been significantly improved because we can roll out security updates very quickly and there is monitoring of all dependencies across everything. User management is the second leg of security, where everything now follows the processes in the municipality, so that the employees have exactly the rights they must have, as the solution is fully integrated with the municipality's AD. The solution excels in the following areas: - It is extremely scalable in that it is built with Cloud in mind - It has today a very high performance and reliability - It is integrated with the rest of the municipality's IT infrastructure - The solution is built with security and automatic testing in mind and the possibility of immediate rollout is in itself supportive of quick responses when security holes are identified - The solution is easy to manage for the staff who need to use it It is basically a very flexible platform. The web platform is not limited to any particular CMS technology or hosting setup. Thereby you are free from vendor lock in and can negotiate and develop freely. It gives a huge margin of maneuver and some completely different degrees of freedom in that it is a free-standing platform that you are free to innovate on. The new solution is based on best practice concepts by tying open source components together in a pipeline that is easily accessible to suppliers. It requires very little specialist knowledge to develop on the platform because one does not have to worry about all the underlying. The suppliers are taken in hand in terms of test execution and availability, etc. This allows the suppliers to concentrate on delivering what they are good at without having to familiarize themselves with a very KK specific setup. With the Web platform, the municipality today has an extremely stable and secure solution that automatically adapts to the load from the municipality's websites. By automating everything from rolling out to scaling, you have a much more efficient and reliable everyday life. The result is that where previously it could take days for several people to roll out an update to all sites, the same process can be performed automatically in 2 hours monitored by a single person. Thus, one has concretely experienced being able to secure the entire solution against Log4J vulnerability within hours of becoming aware of the vulnerability. In addition to the financial advantage of being able to scale up and down, the major business advantage of the new solution is that the City of Copenhagen can deliver websites in hours instead of weeks. Now you can roll out features very quickly and involve the business along the way. It greatly strengthens the business' innovative power and supports the municipality's digital strategy. Developers have come closer to the business because they can quickly showcase new features on test sites. Ideas are no longer expensive to try. More people can move things quickly, and the individual departments can have their needs met very precisely. It is a much more agile and flexible way of working, which is both more satisfying and value-creating. The web platform is both a brave and innovative project, which has created a great deal of leeway for business renewal. The new automated processes release a wealth of resources throughout the organization, so that the City of Copenhagen can have time to do what they are set in the world for - to provide value to the citizens. It is one of those projects that is difficult to "show off" - simply because much of the magic lies under the bonnet. The amazing thing is everything you can not see, but which just works and creates massive business value for the municipality and all the people who work on the platform.
